In accordance with the needs of energy international cooperation research work, and in accordance with the relevant regulations of the National Energy Administration, the relevant matters concerning the bidding for the project of the Clean Energy Forum of the 2021 East Asia Summit of the National Energy Administration are hereby announced as follows:
1. Bidding requirements
(1) Subject of bidding
The bidder shall be a unit of colleges, universities, scientific research institutes, enterprises, industry associations, etc. within the territory of the People's Republic of China (except Hong Kong, Macao and Taiwan) that are eligible for bidding. Multiple units can declare jointly.
(2) Qualifications of bidders
1. The bidder shall have a good business reputation and the ability to satisfactorily perform research tasks. There shall be no breach of contract or litigation in any contract within the past 5 years.
2. The bidder shall have the relevant qualifications, experience and work performance required by the subject project, and provide supporting materials.
(3) Achievement requirements
The 2021 East Asia Summit Clean Energy Forum project is planned to be the subject of "China-ASEAN Renewable Energy Power Cooperation Potential and Cooperation Model Research", requiring scientific methods and comprehensive content, and the research results can be used for reference in promoting China-ASEAN renewable energy international cooperation And guidance value. See Annex 1 for specific requirements. The research results are required to have a certain degree of originality, must not infringe the intellectual property rights and other rights of any third party, and comply with the relevant national confidentiality regulations and relevant industry policies. The research funding for the project is funded by the financial budget, and the intellectual property rights of the research results belong to the National Energy Administration.
(4) Time and method of bidding
1. Deadline for bidding: August 10, 2021 [20 days after the announcement is issued], please choose a mailing method that can be delivered before August 10, overdue will not be accepted.
2. Bidding method: The applicant must fill in the "Research Project Application Form" truthfully, and propose research ideas, research content, research methods, work schedule arrangements, and research results. The content of the declaration form should meet the relevant requirements of Annexes 1 and 2, and those that do not meet the requirements will be regarded as invalid declarations.
3. Delivery of application materials: After the application form is stamped with the official seal of the application unit, it shall be mailed to the National Energy Administration and sent by e-mail before the deadline for application. After the application materials are sent, please confirm with the contact person. For details of the mailing address and contact information, please refer to Attachment 1.
2. Execution time
(1) The project should be reviewed before the end of November 2021, and the submission time of the project results is subject to the commission contract.
(2) Our bureau will issue a bid-winning announcement within two weeks after the deadline for bidding. Please follow the National Energy Administration's portal website.
3. Other matters

Please pay attention to the portal website of the National Energy Administration for other matters not covered by the public bidding of this research topic.
